In unable to use plugins

To Reproduce
Steps to reproduce the behavior:

1. Go to 'the plugin website to get a plugin'
2. Click on '"plugins" foldee'
3. Paste the plugin 'goes in successfully'
4. Start 'The server'
5. See error (0 plugins)

Expected behavior
A clear and concise description of what you expected to happen.

The plugins to load and go on my server.
