needs to be an option since you may not want to advertise some jobs on the web, but still certain volunteers report hours against those unpublished jobs.

David -- do you think this is better served as an option on ReportHours or on the Job itself? If it were on the Job you'd have something like "Allow web signup" and "Allow web reporting" (naming is a hard problem...don't hold me to those labels") instead of just "Display on web"
