David and Jess recommend replacing colored wires with write-on stem tags.

The best option seems to be from Forestry Suppliers - $40.25 per box of 500.

To cover the plot, roughly 25,000 tags would be needed, or 50 boxes, for $2,012.50. It seems that they don't actually have that many in stock though.
