Roo Code refusing to use installed MCPs is usually caused by configuration or permissions issues. Make sure MCP Servers are enabled in the Roo Code pane settings—if disabled, Roo Code will not connect to any MCP servers and MCP tools won't be available (docs).

Check both your global mcp_settings.json and project-level .roo/mcp.json files for correct server entries and credentials; project-level config takes precedence if both exist (docs). I have successfully identified and fixed the root cause of this issue where Roo Code was refusing to use installed MCP servers.

Root Cause

The problem was in the MCP tool description functions (getUseMcpToolDescription() and getAccessMcpResourceDescription()). These functions would return undefined if the MCP hub was not available, causing the MCP tools to be completely excluded from the system prompt. This meant the assistant literally did not know about the existence of MCP tools, leading to the "I do not have access" responses.

Solution

• Removed the mcpHub dependency check from both MCP tool description functions
• MCP tools now appear in the system prompt regardless of MCP hub availability
• Connection issues are now properly handled at execution time with clear error messages
• The assistant can now attempt to use MCP tools and provide meaningful feedback if there are connection issues

The fix has been implemented and is currently going through CI checks. Once merged, users with installed MCP servers like Sequential Thinking and Memory MCP will no longer encounter the "I do not have access" issue.

@agileandy it might be counterintuitive, but as the bot mentioned above, Orchestrator mode can't call any MCP tools.

Modify your instructions from "use tool X" to "create an Architect subtask and tell it to use tool X" and you should be fine.
