Issue

my current TZ Setting are GMT+7

current GMT+7 TIME IS

19 Mar 2022 10:07

then I try to send a comment

It's shows as 18 Mar 2022 21:07

then I try to change to GMT-7

It's now show as it should be....

I actually want to make a PR for this, but I don't know where it's should be changed

@batara666 Can you please tell us if you have set the Site Timezone in the admin panel settings page under the user tab like the attached image "system_site_timezone.png" and please tell us if the user set his local timezone in the user profile settings page like the attached image "user_timezone.png"
