Downloading RN from a CDN relies on a bundler like Webpack.

However, in the short term, we're considering removing Webpack in RequestNetwork/requestNetwork#1203 - to reduce complexity and better understand our packaging and dependency tree. We think Webpack is clouding our understanding of this.

So until we've figured out the packaging and dependency tree issues, this task should be deprioritized.
