Windows installer: start FanControl after upgrading it if it was running before

Right now, windows installer will not start fancontrol again after killing it to update it.

Did you upgrade from the pop-up in the software or you ran the installer manually from a download?

I installed fancontrol from winget, and update it in background using WAU

That seems like something to configure from the Winget manifest, which I'm not maintaining btw. I don't know what command line args are used from there to the Inno setup file, but there are arguments that can be passed to restart the app.

I tried updating it with /RESTARTAPPLICATIONS arguments, and got this:

UPD: actually, I got this every time I install fancontrol when it's running in background, but, installer successfully closes the running instance despite saying that it isn't able to do this.
