Maintenance screen for db / file storage maintenance

Consider adding a new menu item under Settings with permission Can Manage System

Maintenance

In this Maintenance screen we should be able to:

• Clear the audit logs table
• Delete files from file storage
• View background tasks / clear background tasks table.

This will give the super admin some control over reducing database size / file storage size.

Could also consider having the background tasks table clear itself.
