Even after installing rocm-hip-sdk, build fails unless roctracer-dev and openmp-extras are installed on SLE 15.4--it would be helpful to include the dependencies for what needs to be installed (particularly for rocm) for the rocHPL build to complete (this was seen with ROCM 5.3.3 and just running ./install.sh to build rocHPL).
