As discussed, this implies several things that we need to make sure are true, and this adds a product requirement on system packages that does not exist today. Blocking merge until it can be discussed.

Motivation
Media libraries require libva-devel for building mesa, rocdecode, and rocjpeg
Technical Details
libva-develpackage brings VA libraries and headers that are used to build mesa and media libraries in the build phase. For Debian based -libva-drm2, rpm basedlibva-drm2/libvais required for runtime when TheRock is delivered. This is compatible with all system provided VA libraries version 1.8 and higherTest Plan
