tests/external_boards: add esp32s3-ci board for optional modules #18422

Contribution description

This PR adds an external board definition to cover optional ESP modules in CI compilation test for ESP32-S3.

The board definition corresponds to the existing external board definition for ESP32 tests/external_board_dirs/esp-ci-boards.
