Added the GatewayFileUploadClient specifically for uploading files to the Radar Gateway.

  • This has not been tested yet, as the Gateway file upload endpoint has not been released.
  • This is the initial structure. In the future, if handling multiple connections from different external sources, this implementation can be:
    • Moved to the data directory,
    • Potentially merged with TableDataHandler, and
    • Extended to add uploading capabilities to AbstractSourceManager.

This would, in turn, make the uploading functionality available to all plugins.
