re-host github release bundles into HF (#737)

Fixes # .

### Description
This PR can be used to:
1) test new huggingface hosting (after PR:
#735 merge)
2) remove workaround github release hosting.

After this PR is merged, I will make changes in MONAI to modify the
bundle download logic
