Replace pendulum with arrow

Current behavior

Currently prefect uses pendulum module.

pendulum was created because at the time arrow module had many bugs and pendulum addressed them. Currently all those bugs are fixed in arrow: source

pendulum currently isn't very actively developed compared to arrow.

Proposed behavior

Replace pendulum with arrow

Hey @karolzlot -- we use pendulum across our entire stack and haven't encountered any issues. I understand arrow is being developed more actively lately, but I'm not sure that motivates a change. Is there a way this would change your experience?

No, it won't change.

I think this may be good idea to change it in long-term, not asap.

Thanks for bringing it to our attention but we do not have plans to switch now. We'll keep arrow in mind if we have issues.
