This PR adds the Rotate Array algorithm implemented in Python.
The problem rotates the elements of an array to the right by k steps, modifying the array in-place.

Algorithm Used: Array rotation using the Three-Reverse Technique
Time Complexity: O(n)
Space Complexity: O(1) (in-place rotation)
Alternate Approach: Also includes a secondary version using an extra array (O(n) space) for reference.
Approach:
Reverse the entire array.
Reverse the first k elements.
Reverse the remaining n–k elements.
This approach avoids additional space while maintaining linear time performance.
