Includes more things in the set which are considered to modify the content, notably attributes around image provenance.

Initial release

This release has a basic outline of the core functionality, however some of the desired behaviours are not yet present (see the README).

Note: this release did not consider attestation/provenance/SBOM properties as changing the output.
