Add warning that MSBuild script builder task will be removed

Issue transferred from internal repo

There is a new command line tool that users can use to generate the database scripts. The new script can be used when we drop the support for Full Framework, since we can rely on the dotnet tool to generate the script instead of an MSBuild task.

Add a warning that this feature will be changing before removing it.
