Move the Organization Agenda Items Category menu to the Organizations Settings menu

1. Move the Organization Agenda Items Category menu to the Organizations Settings menu
2. The current UI/UX does not match that of the similar Action Item Categories functionality

1. Move the Organization Agenda Items Category menu to the Organizations Settings menu
