When evaluating any profile on a system with a timezone other than UTC. It seems that Day light savings is not taken into account. A system set for PDT is producing results with start-time and end-time with a PST offset.

Steps to Reproduce:
Using timedatectl set timezone to America/Los_Angeles
eval profile of choice
start-time and end-time will be off by one hour
Actual Results:
a results.xml file with start-time and end-time shifted one hour into the future
Expected Results:
a results.xml file with start-time and end-time at the correct time
