New design for NN tabs, labels and buttons move to the right side menu

Most of the labels and buttons to define a Network are located in a horizontal menu bar on top of the tabs (Define and Learn). This makes it almost impossible to make the tab responsive for small screens (smartphones and tablets mainly).
The new design of the tabs will improve this: all labels and buttons from the top menu bar move to an animated side menu from right, similar to the right menu from the program tab. Additionally some of the button functionality from the bottom buttons should go the right menu.

To discuss: What else shoult/can be presented in the right menu, e.g. help, sim or extra documentation?
