Fully replicate ideal DCON functionality

This milestone corresponds to a full refactor of DCON and its dependencies, validated & tested, in a state that enables development of new physics models (other integrators like those in STRIDE/RDCON, and sister codes like GEPC/SLAYER/PENTRC.
