New internal user for invite prometheus endpoint

Hotfix/rsyslog_not_working (#530)

- separate rsyslog group
- fix some rsyslog service settings that did not work
- fix selinux issue
- fix some lint issues
- save table definitions somewhere else than /tmp so they are not
created after each reboot
- marker every 5 minutes to help with debugging
- load relp module only once
- tested by temporarily blocking the rsyslog out port on a client and
timestamp on the remote logserver remained identical to the timestamp on
the host
