qer: include Data Exlorer menu in implementations without IT Shop

The QER module currently restricts the Data Administration/Data Explorer menu to Identity Manager instances that have the ITSHOP pre-processor flag.

Seems reasonable that administrators would need to manage identities without IT Shop. Suggest removing the pre-processor condition.
