Unable to successfully provision Teams Tab from VSCode - azureStorage/enableStaticWebsite Fails

Describe the bug
When deploying from VSCode Step 4 fails (azureStorage/enableStaticWebsite). gvr:Unable to get properties of container '$web' in Azure Storage Account '[NAME]' due to error:

When viewing the created storage account within Azure i cannot see any $web container. If i manually try to create the folder and try again it still doesn't appear to work

To Reproduce
Steps to reproduce the behavior:
1.) Provision teams app from VSCode
2.) Wait until step 4 fails within console output window
Expected behavior
Deployment of all assets completes successfully

VS Code Extension Information (please complete the following information):

• Teams Toolkit - v5.10.0

Additional context
I have deployed the code to different environments multiple times without issue. This is a different tenant however no error messages describe any issues with authentication.

Please consider using the lower version of TTK or migrate the Storage to Static Web Apps
