From below email, the grids at http://a100.gov.bc.ca/pub/mascotw/protected/convert.html can be used under the OGL-BC license ( https://www2.gov.bc.ca/gov/content/data/open-data/open-government-licence-bc )

It took longer than anticipated, but the sign-off is now complete and the grid shift files are now licensed under OGL-BC ( https://www2.gov.bc.ca/gov/content/data/open-data/open-government-licence-bc )

The current site hasn't been updated and is non-functional as most browsers have deprecated ftp support recently. It will take a bit of time to get the old site retired and the data moved to a more appropriate location, but you can proceed with usage as per the OGL-BC license. Let me know if you need me to send you copies of the files.
