This is motivated by NuGet/Home#7239.
The following package https://www.nuget.org/packages/foundation-sites/6.4.3, has both a Content/Scripts directory and a Content/Scripts file, which blows up when the client tries to install it.
Content/Scripts
If you try to extract this package with any zip extractor tool it will warn you about duplicate files.
These valid/invalid package checks could also be client side APIs.
