When uploading a package in gallery, consider enqueuing after blob storage upload #5533

Today, gallery enqueues for validation like this:

  1. Enqueue to SB
  2. Upload package to validation container
  3. Commit to DB

We could consider the following:

  1. Upload package to validation container
  2. Enqueue to SB
  3. Commit to DB

This would minimize the chance that the message is dequeued before the package is uploaded.
