Align id max-length between gallery database and validation

As pointed out in this discussion, it appears that client and server validation logic allow a max-version-length of 100 characters.

The gallery database however allows for a max-length of 128 characters, which is inconsistent.

Note: there's been similar efforts in the past (#3305)

Incorrectly marked as duplicate: this issue is about package id length, not package version length.
