nuget.config changes should be refreshed on clicking the refresh button #8082

Today, if I make changes to nuget.config like adding/removing new nuget.configs in the hierarchy or make changes by directly editing the files in or out of VS or using dotnet.exe, the changes are not reflected in the effective configurations especially the sources list.

There is a refresh button today for refreshing the package list. On clicking that, the nuget configurations do not get refreshed and hence new soucre list does not get updated.

P.S. The refresh button may need to be relocated later to make it apparent that it refreshes everything and not just the package list.
