Fixes #469

Retries 429 responses and classifies exhausted 429/503 responses as rate_limited. Timeouts and other failures remain errors. CertSpotter fallback is preserved, and successful empty results report OK.

Adds regression coverage for retry exhaustion, timeouts, empty results, and fallback status precedence.

Tests: pytest -q (469 passed).

Thanks for the first pull request here. CI needs a maintainer to approve the run before it starts, so it may sit for a bit before anything happens. pytest tests/ -q passing is the main thing I look at.
