cyclic rule report has no way to resolve

Describe the bug
im getting a report of cyclic plugin rules however it doesnt offfer a way to resolve this issue. despite creating custom rules vortex will refuse to follow them... i have this exact setup working on another computer so im not sure why this would be happening
