BUG - Mods from the Modding Tools Section Do Not Install in Vortex

Describe the bug
When using the Mod Manger Download button to install mods from the Modding Tools section, such as the DLSSG-to-FSR3 mod, for example, mod fails to Install after downloading in Vortex. Even clicking the Install button in the Downloads section does not start installation.

To Reproduce
Steps to reproduce the behavior:

1. Go to download a Modding Tools mod while managing a game. Example: https://www.nexusmods.com/site/mods/738
2. Click on Mod Manager Download button. Mod downloads in Vortex, but does not install
3. Try to click on Install button in Vortex Downloads section. Mod still does not install.

Expected behavior
Mod should install to the currently managed game automatically after download.
