This PR re-introduces the CI workflow.
It also changes the location of the compiled shared object file from cFMS for inclusion within the install of pyFMS.
How Has This Been Tested?
A unit test has been created for each feature of pyFMS. A script to run all unit tests,
run_tests.shis included in the repository and is executed within the workflowChecklist:
