chore(license): add SPDX header enforcement hook + backfill post-sweep files (mrveiss#9840) (mrveiss#10127)

Adds tools/lint/check_spdx_header.py — an idempotent SPDX/Apache-2.0
license-header check (scan mode for CI, --fix mode for insertion). Wires
it as the insert-license pre-commit hook and adds a blocking enforcement
step to .github/workflows/enforce-precommit.yml so header coverage from
the mrveiss#9826/mrveiss#9830 relicense sweep can no longer drift.

Backfills the two-line header

    Copyright 2025-2026 mrveiss
    SPDX-License-Identifier: Apache-2.0

on all first-party .py/.ts/.tsx/.js/.mjs/.sh/.css files added since the
sweep (correct comment style per language, after any shebang/coding line;
legacy 'Copyright (c)' lines de-duped). Scope matches the original sweep:
vendored, generated, .vue, .github/workflows, autobot-infrastructure,
data/file_manager_root, *.min.{js,css} excluded.
