It's taken me months to really grasp what works where, so I've tried to make it a bit more clear in this documentation that MAM requires InTune wrapping, but does not need enrollment, and without InTune wrapping, users must use Device-level restrictions (and thus, enrollment)... Even in InTune itself, this distinction is not clear.
I'm not sure if this is the best place to have this, but frankly there are too many articles, and too few of them are clear about the distinction between Mobile Application Management (the intune tools) and mobile application management (the process). I will do what i can to update these, because it's probably the most confusing thing I've encountered in any Microsoft product, ever in my life.
