Update download-23h2-software.md - register AzureStackHCI resource provider

added instructions for resource provider. The the previously linked documentation had no traces of these instructions and was irritating. It handles the permissions and Arc Registration / Onboarding of Azure Local nodes, but before getting there users are stuck without being able to download the OS in the first place.
