View/Editor actions padding inconsistent

Related to https://github.com/microsoft/vscode/issues/236223

The change in https://github.com/microsoft/vscode/commit/276e24792198ecb7e83533d575568b66da722064 reduced `padding` of actions in toolbars to `2px`. But the change does not seem to impact the editor part, resulting in different paddings for components that originally were designed to be the same:
