Make request collection as ITelemetryModule #650

Description
Request collection is done via DiagnosticListeners in asp.net core sdk. This is not made like something implementing the ITelemetryModule interface like every other auto-collection modules. This makes configuration of the same different from other modules.
It'd be consistent to make this to a ITelemetryModule implementation so that removal/modification of the same will be consistent with how other moduels are added/removed/configured.
