OVERVIEW
The function chooseCRANmirror() fails when invoked in R-GUI/SDI mode (only mode I tested it in) on WINDOWS 10, 64-bit version (not a problem in Windows 7, nor 32-bits, see further details below).

STEPS TO REPRODUCE & ACTUAL RESULTS

chooseCRANmirror()

Error in download.file(url, destfile = f, quiet = TRUE) :
cannot open URL 'https://cran.r-project.org/CRAN_mirrors.csv'
In addition: Warning message:
In download.file(url, destfile = f, quiet = TRUE) :
InternetOpenUrl failed: ''

-- also, a system dialog pops up five times:
title: "Rgui.exe - Entry point not found"
contents: "The procedure entry point could not be located in the dynamic link library C:\Windows\System32\cryptnet.dll"

BUILD DATE AND HARDWARE

Processor: AMD A6-1450 APU

R version 3.2.2 (2015-08-14) -- "Fire Safety"
Platform: x86_64-w64-mingw32/x64 (64-bit)
AND
R version 3.2.3 (2015-12-10) -- "Wooden Christmas-Tree"
Platform: x86_64-w64-mingw32/x64 (64-bit)

BUT NOT: Windows 7 (Intel)
AND NOT: 32-bit

(NOTE: These are probably the only versions I installed after upgrading to Windows 10 from Win 8.1)

ADDITIONAL INFORMATION
I ran sfc /scannow to confirm there's no problem with my system files.
