[Bug]: PPOM - Storage (and memory?) is not cleaned up when Blockaid is disabled #8493

Describe the bug

Problem: similarly to this issue, the storage is not cleaned up when Blockaid is disabled from settings.

Expected behavior

We should clean up the storage if the feature is disable. This is really important for having a recovery path in the case the Blockaid functionality freezes the phone if it has low space available.
Memory should also be cleaned up from Blockaid data in the case it's not already -- this I am not sure if it's already done

Steps to reproduce

  1. Enable Blockaid
  2. Select any supported network
  3. See we are writing into storage for adding that network data
  4. Disable Blockaid
  5. Enable it again
  6. See we are not writing into storage again, since we did previously
