[Bug]: Profile Sync - When I have the feature ON, if I disable Basic functionality, the feature is now OFF, but when I re-enable the basic functionality again, the feature remains in OFF

Describe the bug

When I have the Profile Sync feature ON:

• if I disable the Basic functionality, it's set to OFF (Expected)
• when I re-enable the Basic functionality, the Profile Sync remains to OFF (not expected?)

1. Go to Security Settings
2. Enable Profile Sync
3. Disable Basic functionality
4. See how Profile Sync is now off (Expected)
5. Re-enable basic functionality
6. See how Profile Sync remains off (not expected?)

Hi @seaona, this is an expected behavior. If i re-enabled Basic Functionality, we don't want it to enable Profile Sync regardless of Profile Sync being turned on/off before.
