Describe the bug

Problem: whenever I disable and enable MetaMask I see the following error MetaMetricsController: no userTraits found. To investigate which implications/impact this might have

Steps to reproduce

  1. Install MM
  2. Onboard and opt in MetaMetrics
  3. Disable the wallet
  4. Enable it again
  5. See warning

Maybe there are more ways to repro this, like with migrations
