Initial project scaffolding

- Add github issue templates
- Add github workflows (build, test, lint, image push, codeql)
- Setup golangci-lint
- Setup mockery
- Implement stub application with basic functionality
- Add Dockerfile
- Add README and CONTRIBUTING doc
- Add various automations using Task
