build(deps): bump ip, pac-resolver and socks

Removes [ip](https://github.com/indutny/node-ip). It's no longer used after updating ancestor dependencies [ip](https://github.com/indutny/node-ip), [pac-resolver](https://github.com/TooTallNate/proxy-agents/tree/HEAD/packages/pac-resolver) and [socks](https://github.com/JoshGlazebrook/socks). These dependencies need to be updated together.


Removes `ip`
