Rename/refactor FeatureIndex.js

Since FeatureIndex extends L.Handler, I suggest it could be refactor-renamed to be something that ends in "Handler", perhaps FeatureOrderHandler or something like that, to be determined based on what makes the most sense and doesn't conflict lexically or semantically with the Feature Index as noted here
