Scale Calamari DDoS security budget with network value

Currently our budget is $250k with network value of 120mil
Refer to congested_chain_simulation test.
As the network's value increases the security budget should also increase.
The test can be modified to keep the ratio between the current budget and current KMA price.
Scaling the security budget does not necessarily have to increase TX fees for normal users during normal times.
The AdjuistmentVariable can be increased to only make it expensive during the periods of actual congestion, when a normal user wouldn't really want to use the network anyway.
