ci: fetch only the Zephyr modules a CircuitPython board can use

west update in every Zephyr job fetched 80 projects, about 140 seconds,
and the same again in zephyr-tests. CircuitPython has boards from seven
vendors, so the HALs of the other vendors, and the libraries the port
never enables, are filtered out with west's project filter. 37 projects
remain and the update takes about 60 seconds.

hal_infineon stays because the Pico W's CYW43 lives there, nanopb
because the port's Kconfig sources it.
