Due to the importance of effective resource allocation in water interventions, the World Health Organization has developed a few standard methodologies for analyzing cost-benefit ratios. (reference to Valuing Water, Valuing Livelihoods)

The cost-benefit methodology is standard in the field of health services (reference to ...) and can be used in a few ways.
There is a financial cost-benefit analysis which assesses the amount of economic value gained by an intervention over the cost of the intervention.
It is a common tool for investment by funding agencies and private entities and has been performed for water interventions on a global scale by the WHO. In addition, there is a social cost-benefit analysis, known more frequently as a cost-effectiveness analysis, which measures the social impact of each intervention.
This methodology is more useful for decision making in government agencies to improve accessibility and quality and is the basis for this model.
This methodology is incapsulated in the article by Uneze et. al on the Bauchi State of Nigeria. In order to do an effective cost-benefit and cost-effectiveness analysis on the state, local departments of health and water were contacted, region specific past data was collected, and, after a great deal of compilation, an effective intervention was decided.
Its methodology included data specific to the local organizations of government, experimental values of the surrounding countries, and a sensitivity analysis on the robustness of the assumptions required.
These combined resources facilitated a very accurate analysis for that specific state.
Although this particular study is a stupendous example of the power of the WHO cost-effectiveness analysis, it demonstrates that a great deal of time and effort is needed for accurate results.
In order to expand its scope to a broader scale, such as a national or regional level, a more scalable method is needed.
However, the model cannot substitute the in-depth precision of a local analysis and is so purposed for prioritizing where and how future interventions should be pursued.

This example demonstrates the generalization of water interventions that is currently necessary to perform a cost-effectiveness analysis on a global level.
It is limited by its generality and focuses on reporting the possible effectiveness of interventions rather than determining best locations for future interventions.

For any given water intervention, the exact implementation must be decided after a thorough visit to the community it is intended to serve.
This includes an on-site expert who will speak with local leaders and community members, observe and evaluate the current water system, and determine where and how the decided intervention should be implemented.
Does the community even desire the intervention suggested?
Will they be able to maintain it well, or will it need to be replaced after only a few years?
Will the intervention actually improve the current water situation, either by reducing time needed to get water, or improving water quality?
These questions, among others, are all things that can only be determined by an on-site expert.
As such, the model discussed is not a substitute for current methods of evaluating the best way to help in-need communities, but rather a way to decide what communities should be priorities for visits and evaluations.
