Can not drag and drop packages in pcc files

I can not drag and drop packages from one pcc to another. I always get the "can not drop" symbol in the cursor and the packages do not get dropped.

To Reproduce
Open Package Editor, open two pcc files.
Try to drag and drop any exp packages from one pcc to another.
Have tried with DLC and basegame files with the same result.

Expected behavior
It should drop the selected package into the pcc file of your choose, but in my case it never happen.

It happens with every single pcc file in LE1, LE2 and LE3.

Other information
I've tried with previous versions, stable and nightly, it never worked for me.
