Only items that are not in a LogSection can be added to a LogSection

Expected Behavior

When I am planning my MoneyLog and assigning items to LogSections, I will be choosing from a list of general wishlist items. This list should only contain items that have not been assigned to a LogSection or only items that have been assigned to a number of sections that is less than their qpm

• The list here refers to the suggestions provided to users as they are adding items to sections

Actual Behavior

At the moment this functionality is not covered for in the system

Acceptance Criteria

As an owner when assigning items to LogSections I should only have to pick from items that aren't assigned to LogSections.
